According to Department of Ecology mailers and website “If you use water directly from surface or groundwater, you must follow the instructions and file a claim form. If you only use water from a city or other public source, you do not need to file a form.” Hemmi Road Road Water Association is a public source of water. It is each property owners responsibility to determine if they need to file anything with the Department of Ecology.
